Ontario PNP | Move to Canada Without a Job Offer

Contrary to many people's beliefs, it is possible to immigrate to Canada without finding a job.

Unlike many other countries in the world, Canada allows foreigners to immigrate without having to offer a job.

Because Canada's immigration system is so diverse and dynamic, there are several immigration options for those who have not found a job to help them immigrate to Canada.

As we all know that Canada’s most common and popular immigration pathway is known as the Express Entry System, although Provincial Nominee Program (PNP) is as promising if you are willing to immigrate to Canada.

Express Access is based on the Comprehensive Ranking System (CRS), in which points are accumulated based on human capital factors. In most cases, Express Entry applicants do not require a job offer, but their number is much higher, which is a good opportunity to apply for permanent residency in Canada.

Canada’s PNP, on the other hand, was introduced to ensure a balanced distribution of immigration benefits across the country. The program provides the participating provinces and territories with the opportunity to provide a fixed number of economic immigrants for permanent residence each year. PNPs differ from one province to another as each province has its own set of eligibility requirements.

To immigrate to Canada via PNP, you must first be nominated by province or region.

How to migrate to Ontario without a job offer letter?

There are 9 Canadian provinces and 2 territories that participate in the PNP immigration programs, inclusive of Ontario. The province receives one-third of newcomers to Canada each year. People decide to move to Ontario because of employment opportunities, high wages, and the diversity of the population.

The Ontario Immigrant Nominee Program (OINP) is one of the most active PNPs in the Canadian Immigration System with around 8,000 invitations being sent through various streams.

If you want to settle in Ontario and do not have a job offer, you can apply for Ontario Express Entry: Human Capital Priorities Stream. This stream is designed for skilled foreign workers who want to work permanently in Ontario. This is done by the Canadian Immigration department in order to allow the province to select and nominate applicants who have submitted a profile using the Federal Express Entry pool and meet the language proficiency, work experience, and several other criteria required to enter the provincial labour market.

There is absolutely no need for a job offer letter, but the applicant must have an Express Entry profile that is active and meet the requirements set by Ontario, such as gaining experience in the target professions or industries and being invited to apply in this stream.

If you have applied to be nominated by Ontario and received a Notice of Interest, you will receive a notification inviting you to apply online to OINP through your Express Entry account.

If your application is successfully accepted then they will receive a Nomination Approval Letter from Ontario. You will be asked to accept or decline the nomination in the Express Entry system. If you accept, you will receive an additional 600 points to your CRS account, which will encourage you to apply for permanent residency at the Government of Canada.

To this date, the Human Capital Priorities (HCP) Stream has been one of the most active programs of Ontario with 4,851 NOI already issued to Express Entry applicants.

To participate in the OINP Express Entry-Human Capital Priorities Stream, you will need:

An active Express Entry profile;

Must meet the eligibility requirements of the Federal Skilled Worker Program (FSWP) or the Canadian Experience Class (CEC);

Meet the requirements of the current work experience;

Have a Canadian bachelor's, master's, or doctoral degree. degree or equivalent foreign education;

Demonstration of 7 or higher language proficiency of the Canadian Benchmark;

Intends to live in Ontario;

Should have enough money to cover all the settlement costs and expenses for living in Ontario.
