From the year 1967, the Canadian Immigration department introduced the world's first objective scoring system to assess whether immigration applicants could be successfully integrated into the Canadian labor market. This was done through the Federal Skilled Workers Program (FSWP) which remains one of Canada’s most prominent immigration routes.
What has changed since the year 1967? Has the number of additional Canadian immigration programs still available to skilled workers?
Today, Canada offers about 120 different economy class immigration programs. The main reason is because of the idealogy of the Canadian constitution. As per the Canadian constitution, immigration is defined as a shared responsibility between the federal government and 10 Canadian provinces and 3 territories.
Given how large and diverse the country is, the federal government and provinces are managed by many different professionals to respond to Canada’s different economic and labor market needs. This means that Canada has broad immigration programs that select candidates with the highest scores, and also runs more targeted programs that select immigrants based on their occupation.
Canada is guided by its Immigration Level Plan. It seeks to welcome the highest level of immigration in its history, over 400,000 new immigrants a year. About 60 percent of these new immigrants will arrive in Canada under economy class as skilled workers and business immigrants. About 25 percent will arrive through family sponsorship, while the remaining 15 percent will be accepted as refugees.
Here is a short overview of the most prominent immigration programs available for skilled workers to move to Canada.
Rapid entry is the main way Canada, through the Department of Immigration, Refugees and Citizenship of Canada (IRCC), manages and recruits skilled workers. The IRCC now wants to receive about 110,000 new immigrants through the Express Entry each year.
The first step to immigrating to Canada through Express Entry is to ensure that you qualify for one of the three programs managed by Express Entry. The three programs are:
Federal Skilled Worker Program (FSWP)
Canadian Experience Class (CEC)
Federal Skilled Trades Program (FSTP)
If you meet the criteria of one of these programs, you have the right to create an Express Entry profile on the IRCC website. The IRCC will ask you to enter key information such as your age, relationship status, education, work experience, and knowledge of English and/or French. The IRCC will give you the result of the Comprehensive Ranking System (CRS) based on this information.
Approximately every two weeks, the IRCC holds Express Entry draws. Express Entry draw issues Invitations to Apply (ITA) for permanent residency to applicants who are in possession with the highest CRS scores within the pool. With the ITA in hand, an applicant can then apply for a permanent residency visa with the IRCC and pave their way towards Canada.

Provincial Nominee Program (PNP)
Almost every province and territory runs its own provincial naming program (PNP). This means that they nominate candidates for skilled workers who meet their needs in the labor market. Once you have been nominated for a province, you can apply for permanent residence with the IRCC. Overall, Canada appears to host over 80,000 immigrants through PNP each year.
Many provinces also manage PNP flows that are compliant with Express Entry. If you qualify for both the Express Entry and the PNP stream, the province may issue you an invitation to nominate for the province while you are in the Express Entry pool. You would then receive an additional 600 CRS points if you accepted the invitation. This practically guarantees that you will get the Express Entry ITA.
In addition, you can apply directly for a PNP stream. This includes conducting research on the Canadian province or territory in which you want to live and then monitoring their procedures for reporting PNP.
The third most popular program as per the statistics for moving to Canada as a skilled worker is to apply directly to the province of Quebec. Quebec has a special status in Canada as the only Francophone province in the country. As such, it manages its own immigration system and now seeks to accommodate over 25,000 economy-class immigrants each year. If Quebec approves your application, it will issue you a certificate of selection for admission to Quebec. The certificate is then used to support the permanent residence application you submit to the IRCC.
Other Federal Programs
In recent years, the IRCC has expanded the number of skilled worker programs it manages to meet regional and professional needs.
If you want to emigrate to the Atlantic province (Newfoundland and Labrador, Prince Edward Island, New Brunswick, or Nova Scotia), consider an Atlantic immigration pilot. The IRCC wants to host over 6,000 immigrants a year through the AIP.
As another example, the IRCC manages a pilot immigration program for agri-food that accepts up to 2,750 applications per year. The pilot project exists to find skilled workers who can help meet the needs of the labor market of Canadian agriculture and the food industry worth billions of dollars.
